Support dependencies for Forge task creation (#2006)

* fix: create Forge tasks with dependencies

Persist depends_on during proposal conversion so runtime eligibility checks see unmet prerequisites before task pickup.

* fix: validate Forge task dependency cycles

Generate proposal task IDs before creation so dependency validation can reject self-dependencies and cycles atomically.

* fix: keep task id override private

Move explicit task ID insertion to a repository-only Forge path and strip client-provided IDs from generic task creation.
