Remove duplicate coverage report steps from build workflow

The workflow had two identical blocks for generating coverage reports
and adding them to the summary/PR comments. This caused the coverage
report to appear twice in the action summary. Removed the duplicate
block that was also missing the file/class filters and license secret.
