Add reporting for D3D11 double support (#299)

* Add reporting for D3D11 double support

This commit adds logic for reporting double support
to the d3d11 backend, for running tests on GPUs that
do not support D3D11_FEATURE_DOUBLES.

* Fix formatting of d3d11 double support check

* Remove trailing whitespace from doublePrecisionFeature

* Replace use of add with std::vector.push_back
