chore(generate-schemas): bump ndt-server dependency to v0.25.2 (#434)

Update the pinned m-lab/ndt-server version in the generate-schemas
module from v0.20.17 to the latest tag v0.25.2 so the generated
BigQuery schemas reflect the current archival data model (including
the ConnectionInfo.StartTime field). Transitive dependencies were
refreshed via 'go mod tidy'.
