read/dwarf: recover wrapped DWP offsets (#903)

Handle DWARF 5 .debug_info.dwo offsets wrapped by
llvm-dwp --continue-on-cu-index-overflow. Recover full offsets
by matching compilation and type unit IDs at 4 GiB intervals.

Add regression coverage for both unit types.
