Clarify canonical-date rules and skip redundant current-period lookups

Preserve existing canonical URLs while documenting date boundaries, empty and single-change histories, and the homepage fallback. Check the latest change first, remove the unused timestamp conversion and TODO, and save one SELECT for current-period pages. Add boundary, caching, rendered-link and query-budget regressions. Keep version 1.1.4.

Validation: all 31 test files and 578 assertions pass against a fresh database loaded from the SQL dump.
