Require explicit dates for Model succession queries

Remove the unused, broken get_succession method and App delegation. Reject missing and invalid DateTime arguments consistently for sovereign, eligible-list and display-list lookups, and document the retained API. Add focused succession API regressions and make the CLI test use its actual checkout and configured test database. Bump the patch version to 1.1.4.

Validation: all 30 test files and 530 assertions pass against a fresh database loaded from the committed SQL dump.
