feat: hunt group settings for groups written from a rota (#73)

Tamar -> Settings gains Hunt group settings. They are given to every hunt
group written from a rota through tamar/publish_huntgroup, which is what
Trusted's Publish and Sync to Tamar both use:

- Ring timeout: 90 seconds by default, 5-180. Written on every row.
- Announcement: None by default.
- Voicemail: "Voice to Email" by default. Until a box is chosen, it is
  found by name on the page being written.
- Hunting type: Hunt in-order by default.

These replace copying the same values from the configured hunt group, so
every week's group is set up the same way whatever group Tamar was set to
before. A fresh install with no configured group now gets a voicemail box.
An announcement or voicemail box the panel no longer offers is refused
before anything is written.

The dropdowns list the panel's own options, read live through
HuntgroupCallForwardingService::panelOptions(). A saved value the panel no
longer lists stays selected. The existing request Timeout is now described
as such, to keep it apart from the ring timeout.
