feat: read a named hunt group without changing it (#71)

Add the tamar/find_huntgroup filter, so another plugin can read the hunt
group with a given name and its rules. It returns null when the account has
no group by that name. Only GET requests go to the panel, and the configured
hunt group is left alone. A panel that cannot be read throws a
ForwardingException rather than returning null, so an outage is never
mistaken for a missing group. Needs beacon_view_forwarding.

Trusted's Rota Calendar uses it to check the current week's
"Forward Week N" against the rota.
