feat(cloud): add GetShortVersion helper function

Add GetShortVersion() function to cloud/version.go that extracts the major.minor portion from a version string (e.g., "1.40" from "1.40.1"). Includes comprehensive unit tests covering standard versions, pre-release versions, and edge cases.
