Support the lang() function

lang() from the XPath 1.0 core function library was not implemented,
so any expression using it failed to compile with "not yet support this
function lang()".

Find the xml:lang attribute on the context node or its nearest ancestor
that has one and return true when it equals the argument ignoring case,
or is a sublanguage of it such as "en-US" for "en" (REC 4.3). Text and
attribute nodes use the language of their element.

The test navigator now splits prefixed attribute names like it already
does for elements, so xml:lang has the xml prefix as in xmlquery.
