feat(email-verification):implement receive email on successful signup

- add test for create admin user without password fail
- add email_verified and verification_date to user model
- create Email verification token creator class in utils
- modify registration view to send email when user successfully signs up
- add view to perform verification of user email account
- write tests for sending email and confirming email
- refactor remove reduntant test
- add test for invalid token in email activation url
- add PYAML to requirements
- setup mail configurations
- add email template
- refactor tests
- add doctstrings  to document code
- rename test folder from test_ to test
- exlude test_ folder in codeclimate.yml file
- fix typos in test comments
