feat(comments):implement commenting on articles

- create comments app and add to main settings
- create comments test directory
- set up base data for tests in test base class
- create comments model
- create serializers for comment model
- add views to handle CRUD operations for comments
- create permission to handle updating and deleting a single comment
- set url file for comments app to handle views
- write tests for comment endpoints and model
- add addons to specify postgres version in travis
- add docstrings to view functions
- refactor travis file
- refactor code and move comment views and urls to articles urls file
- refactor tests remove typos and print stattements
- add exlusion for tests directory to codeclimate
- modify permission function
- fix typo in codeclimate.yml
- move test data to test data file and make changes to imports
- refactor code add spaces and docstrings for view functions
- setup test dummy data to test_data and base class
- create comment reply model
- create comment reply serializers and views
- add comment reply views to urls
- test comment reply models and views
