feat(comments): Track edit history

- Install a thrid party package django simple-history
- Add comment_history field to Comment model and reply_history to CommentReply model
- Set up a helper function for the serializers
- Create the CommentHistorySerializer and ReplyHistorySerializer
- Create custom permissions
- Set up the CommentHistoryView and ReplyHistoryView api endpoints
- create the path for the endpoints
- write unit tests for track history functionality
