    Improve XML exception handling

    - Use a more precise exception class.  Attempting to solve PYPY error reported
      by unittests run via Travis CI.

    Add new 'xml-format' command

    - Converted the half-baked xmlindent.py script into 'ksconf xml-format'.
    - Added several simple unit tests and confirmed PY2&PY3 behavior and docs.
