feat: add web fetch tool for retrieving web page content (#1)

## TL;DR
This PR adds a new web fetch tool that allows AI assistants to retrieve
content from specific URLs using the Ollama web fetch API.

## Changes
- Added new `web_fetch` tool implementation using Ollama's web fetch API
- Created `WebFetch` service object to handle web content fetching logic
- Added `WebFetchResult` entity to structure the fetched web content
data
- Extended `OllamaGateway` to support the new web fetch endpoint
- Updated server factory to include the new web fetch tool by default
- Added comprehensive tests for the new functionality
- Improved code documentation with YARD comments
- Refactored existing specs for better organization
