Doctest, CI adjustments, Better release notes (#2460)

### What kind of change does this PR introduce?

* Corrects a deployment environment for PyPI Trusted Publisher
* Corrected trigger logic for `bump-version.yml` and `codeql.yml`
* Simplified the `doctests` invocation
* Updated `.pre-commit-config.yaml`
* Changed base of `icclim` indicator `CSU` to `hot_spell_max_length`
* Updated `AGENTS.md` to specify that no new APIs/files may be created
without permission
* Updated the `PUll_REQUEST_TEMPLATE.md` for clarity and AI involvement
* Convenience CLI function `$ xclim release_notes` now supports a
`-l/--last-release` for truncating the release information for
publishing purposes to the last stable release

### Does this PR introduce a breaking change?

No. Some relevant information in docstrings has been moved from
deprecated compute functions to generic ones, and test logic has been
optimized to remove redundant workarounds for no-longer-supported
versions of libraries.

Calling `xclim release_notes` without the `-l/--last-release` will
maintain the same behaviour as previously.

### Other information:

This feels like a housekeeping PR. No need to release any patch fixes
from here.
