feat(realtime): accept presence streams opened after subscribe when presence is on (#1746)

`presenceChanges()` and `presenceStates()` no longer reject every stream
opened after `subscribe()`. Following the presence spec, the core accepts
the stream when presence is on for the subscription: its joins ask for
presence, or a `track` succeeded on the live join. The stream gets events
from the next message on, and `presenceStates()` yields the current state
first. A stream opened while presence is off is still rejected.

Add `RealtimeChannelConfiguration.Presence.enabled`, which turns presence
on for the join with no stream open, as supabase-js's
`config.presence.enabled` does.

Every join of a subscription now carries the presence flag computed at
`subscribe()`, as the spec and supabase-js do. Opening or closing a
presence stream no longer changes the flag of later rejoins.
