Prepare Release xclim v1.0 (#2447)

### What kind of change does this PR introduce?

* Fixes the bumpversion CI workflow to handle RC version tags
* Cleans up the grammar in the `CHANGELOG.rst` and `transition_v1.rst`
files
* Prepares the next major version (`1.0.0`)

### Does this PR introduce a breaking change?

Absolutely. Changes can be found in the CHANGELOG.rst and in the
documentation
(https://xclim.readthedocs.io/en/latest/transition_v1.html).

### Other information:

The command that was originally run to bump only the select files was:
```console
bump-my-version replace --no-configured-files --allow-dirty --ignore-missing-version --new-version 1.0.0-rc.0 --verbose pyproject.toml src/xclim/__init__.py
```
The main issue with bumping to a release candidate version is that the
`CHANGELOG.rst` file entry replacement logic is not set up to handle
being "release" bumped twice. This might be something that
bump-my-version could be adjusted to handle.
