fix(ci): gate Dependabot merges on the pull request checks (#614)

`main` cannot require a status check: semantic-release pushes its version
commit straight to `main`, and GitHub rejects that push while a required
check is configured (GH006, "Required status check ... is expected"). A
repository owned by a personal account cannot add the GitHub Actions app to
a ruleset bypass list, so a required check and an automated release are
mutually exclusive there.

- dependabotAutoMerge: wait for `gh pr checks --watch --fail-fast` before
  asking for the merge, so Dependabot pull requests stay gated on CI now
  that branch protection no longer provides that gate. The job is capped at
  30 minutes so a stuck check cannot hold a runner for six hours.
- CONTRIBUTING: document the trade-off instead of asking for a required
  check that breaks the release, and point at the aggregate check name.
