* ci!: overhaul the repository CI, add maintenance bots and rebuild the contribution forms

- Test CI: make the matrix read-only, move the semantic-release dry-run
  into its own job, extend the matrix to Node 22/24 and reuse npm caching
- Release: move the five permissions from the workflow scope into the
  release job so the test job no longer runs repository code with a write
  token, and cache npm in both jobs
- Deploy To gh-pages: pin JamesIves/github-pages-deploy-action@v4, declare
  contents: write and cache npm
- Coveralls: declare a read-only permission block and cache npm
- Stale: grant actions: write so actions/stale can refresh its cache
- Issue Bot: react to edited issues and new comments, release the
  needs-info label once the reporter replies, and warn instead of failing
  when a label is missing
- Add dependabotAutoMerge.yml to auto-merge non-major Dependabot pull
  requests with squash
- dependabot: add commit prefixes, labels, groups and a pull request limit
- Issue forms: add ISSUE_TEMPLATE/config.yml, require reproduction steps in
  the bug report form
- Pull request template: add breaking-change, demo and checklist sections
- CONTRIBUTING: document the local workflow, the repository settings the
  bots need and the required labels

BREAKING CHANGE: the template's CI, bot and contribution-form contract is
replaced as a whole, so derived repositories must re-sync `.github/`
instead of cherry-picking single files:

- Test CI and Release declare permissions per job now. Customizations made
  to the old workflow-level `permissions` block are dropped, and any job
  that needs an extra scope has to declare it locally.
- Test CI covers Node.js 22 and 24 only; the devDependency toolchain
  requires Node.js 22.18+ or 24.11+.
- The bug report form gains a required "Steps to reproduce" field, so
  partially filled reports can no longer be submitt... (continued)
