Name the new chat id when a group was upgraded to a supergroup (#481)

* fix(events): name the new chat id when a group was upgraded to a supergroup

Telegram changes a group's id when it upgrades the group to a supergroup, and every
send to the old id then fails with "group chat was upgraded to a supergroup chat".
The error carries the new id in migrate_to_chat_id, so admin-chat send and edit
errors now include it with a hint to update the configured group id.
