Hint at the host chown when the docker data dir is not writable (#482)

* fix(docker): hint at the host chown when the data dir is not writable

docker creates a missing bind-mount source as root:root 755, while the image
runs as uid 1000, so following INSTALL.md on Linux left the container in a
restart loop with "Permission denied" and a misleading sqlite
"out of memory (14)" error.

entrypoint.sh now prints the uid and the chown command to run on the host
when FILES_DYNAMIC is not writable. it only warns: an existing install with a
root-owned dir starts today and fails later, on the version-change backup.
INSTALL.md gets a Linux-only step to create and chown the data folder, and a
troubleshooting entry pointing back to it.
