fix(events): keep super-user immunity for users without a username

/warn, /spam and the ban confirmation checked IsSuper only when the target
had a username, so a super-user listed by ID without one could be warned,
reported as spam or banned. The forward path dropped the same guard in #374.

IsSuper now skips username matching for an empty username. Without that,
an empty entry from a trailing comma in SUPER_USER would match every user
without a username.
