fix(config): load only CORE_-prefixed environment variables (#2200)

The config provider and the MSP management config filtered environment
variables by "CORE" but stripped "CORE_" from their names. A variable
such as COREPACK_ENABLE_AUTO_PIN, which Node's corepack sets on many
developer machines, passed the filter, kept its full name, and became
the configuration key corepack.enable.auto.pin.

Both now filter by "CORE_", the prefix they strip. Regression checks in
TestEnvSubstitution and TestGetConfig_EnvPrefix assert that CORE_
overrides still apply and COREPACK_ variables are ignored.
