feat: assert_tool_calls_allowed

Checks every tool call against the allowed tools and a small part of JSON
Schema for their arguments, reporting all offending calls in a
ToolPolicyError. Unsupported keywords raise ValueError. Booleans are never
numbers, integer takes no float such as 3.0, number takes no NaN or infinity,
and enum / const compare types, agreed with agent-toolgate so the two do not
disagree. Requested from Yamabiko (AV-4).
