refactor(builtin): build array/bytes views from start and end

Views are represented as { buf; start; end } internally, but builtin still
declared them through the start/length primitives. Switch ArrayView,
MutArrayView and BytesView to the new `%arrayview.end`/`%arrayview.make_view`
and `%bytesview.end`/`%bytesview.make_view` primitives, mirroring StringView,
and pass end offsets directly at the call sites instead of converting to a
length first.

Requires a moonc that includes the new view primitives.
