[Release 1.19] Enable containerPathVolumes by default (#4677)

On upgrade, make sure it is enabled: Since in this version we are moving
from v1beta1, where the feature gates are explicitly added, and the
`containerPathVolumes` feature gate is `false` by default, the expected
result is that after upgrade, the feature gate will be explicitly
disabled.

Added some logic in the upgrade code to make sure the FG is enabled.
