CNV-98720: Patch only Console plugins during reconciliation (#4674)

Updating the whole Console object caused the OpenShift Go types to serialize an empty, deprecated customLogoFile alongside the supported logos list, which violated Console validation and failed HCO reconciliation.

Use an optimistic-lock merge patch generated from the fetched Console object so only the plugin list and resource version are sent. Add tests to ensure custom logos remain untouched and no patch is made when the plugin is already enabled.
