[release 1.19] Fix reset FG default on upgrade (#4682)

* Add feature gates section to the upgrade path json file

This allows modifiying feature gate default value on upgrade
becase jsonpatch does not support array of objects.

* Replace the unversioned implementation

Use the new version based solution to reset FG default values, instead
of the current implementation that does not check the version range.
