ci: migrate release-please to googleapis/release-please-action v5 (#125)

google-github-actions/release-please-action was archived in August 2024 and its
v3 declares the node16 runtime, which the runner flags as Node 20 and now
forces onto Node 24. The workflow also ran one release-please instance per
package through a matrix built from the Dockerfile list, which means seven runs
on every push to master and no single place that describes the packages.

The manifest config now lists the seven packages with their components, so one
googleapis/release-please-action@v5 run handles all of them and keeps the
existing tag format (thumbor-plugins-<name>-v<version>) and one release PR per
package. A separate publish job builds and uploads only the paths that were
actually released, and the release job gets the issues: write permission the v5
README asks for. The six release PRs the old action opened in 2024 use the
branch names the new action uses too, so it should update them rather than open
duplicates; check that after the first run. The action reads its token from the
RELEASE_PLEASE_TOKEN secret when one exists and falls back to GITHUB_TOKEN,
whose release PRs never trigger the test workflow. PyPI publishing still uses
the stored API token; trusted publishing is a separate change.
