docs: correct AGENTS.md on CodeQL, stale and jp2 gating (#117)

AGENTS.md said CodeQL scans every push and the stale workflow closes PRs after
45 days. Neither happens: GitHub disabled both scheduled workflows for
inactivity in June 2022 (the Actions API reports both as disabled_inactivity,
and the last CodeQL analysis is from 2022-06-24), and the CodeQL workflow still
pins codeql-action@v1. The guide also said jp2 gates on the extension plus the
filter, but its should_run only looks for the jp2 filter and converts any
output format.

It also now notes that gifv only checks that FFMPEG_PATH exists and logs a
warning, and that its integration tests assert the video Content-Type rather
than a smaller response, so an agent reading the guide does not look for checks
that are not there.
