docs: add AGENTS.md for coding agents (#115)

Add a repository guide in the AGENTS.md format, modelled on the one in the
thumbor repository but describing this monorepo: one package per optimizer
directory, Docker-based per-package tests through make test_<plugin>, host
side unit tests, the BaseOptimizer contract, how settings are registered, and
the Conventional Commits requirement that release-please depends on.

The guide only states what the repo does today: there is no formatter or
linter configured, the root make setup target has no package to install, and
CI runs on the python:3.9-slim Dockerfiles. It also spells out the security
constraint that optimizer settings reach the binaries through a shell, so
request data must never flow into them.
