Totktonadaci: remove the VK Teams notifications These steps bloat the workflow files, and they give nothing back: the job failure messages carry little useful information (no failed step or test), are usually about someone else's push, and nobody is on duty to react to them. Also, they don't work for jobs in a pull request from a fork (our usual development flow) and have some very strange mechanism of personal notifications (and GitHub's Android application is already able to notify about failed jobs). See the linked issue for details. Removed the composite action, the notification steps from the workflow files and a checkout step in `fuzzing.yml`, which was only needed to reach the action. Drafted by an LLM, conducted and corrected by the commit author. Fixes #13359 NO_DOC=ci NO_TEST=ci NO_CHANGELOG=ci (cherry picked from commit c5b82fa08)
