ci: run the full CI on a 'full-ci' branch push

In 2022 we moved to the fork-based development workflow to keep the list
of branches in the main repository clean. After that the logic to run
the full CI on `*-full-ci` named branches was removed in [1] with the
motivation that there is no sense to run the full testing in a fork.

While I agree with this statement, I would like to re-create this logic
to run the testing in the main repository (where we have all the needed
runners and so on).

Sometimes it is useful for experimental patches that are not ready for
review yet. The development flow still goes through pull requests.

On the implementation: nothing is pushed or deployed from these
`**full-ci**` branches. The jobs are run only from the main repository.
Such a branch in a fork doesn't run anything.
