Add an Agent Skill for writing apitest tests (#184)

Ship a skill that teaches coding agents to write, fix and review apitest
tests, and package the repository as a Claude Code plugin marketplace so
it installs with:

    claude plugin marketplace add steinfletcher/apitest
    claude plugin install apitest@apitest

- skills/apitest/SKILL.md: the shape of a test, the rules that prevent
  common mistakes, requests, assertions, JSONPath traps, mocks and how
  they match, standalone mocks, debugging and common patterns.
- skills/apitest/reference.md: the full API, loaded on demand.
- .claude-plugin/plugin.json and marketplace.json, with the plugin at
  the repository root. No version is set, so users track commits.
- README section on installing the skill.

Every Go snippet in the skill compiles and passes against v1.7.0.
