test(circuit): antisymmetrize same-spin t2 blocks for new ffsim (#398) (#399)

Recent ffsim releases validate the same-spin `t2_aa` and `t2_bb` blocks
when an unrestricted UCCSD operator is constructed: they must be
antisymmetric in the occupied and in the virtual indices. Our test
helpers only imposed the simultaneous-exchange symmetry
`t2[i, j, a, b] == t2[j, i, b, a]`, which that check rejects, so the
unrestricted UCC tests failed in the nightly run.

Antisymmetric blocks also carry the exchange symmetry, which is all the
UCC gate sees, so the helpers stay valid for older ffsim versions and
the minimum supported version does not change. The shared
`antisymmetrized_t2` helper lives in `tests/python/utils.py`.
