fix(tools): stop make serve when another server has the port

serve.py listens on 127.0.0.1 only, and macOS lets it bind there next to a
server on *:port (IPv6), such as a webpack dev server. Browsers try ::1 first
for localhost, so http://localhost:8080 showed the other server while make
serve reported that it was serving dashcheck.

serve.py now connects to the port on 127.0.0.1 and ::1 before binding, and
exits with the addresses in use, the lsof command that shows the process and
a free port to use instead. A failing bind also gives a message instead of a
traceback.
