feat(web): keep a history of checks with their results

The browser tool keeps the latest 20 checks in localStorage, each with its report and the options it ran with. A History card under the form lists them with their error, warning and info counts. Clicking one shows its results again, and Check again runs a URL with the same options, to compare after a change to the stream. Folder checks are listed but cannot be checked again without their files. Entries can be removed one by one or all at once.

When the storage is full, the oldest checks are dropped until the list fits. Storage can also be blocked, and old or broken entries are skipped, so the page works without it. Nothing is sent anywhere. The summary of a report now also shows when it was checked.
