Pin the pkgconfig BuildRequires insertion with acceptance tests

The insertion of BuildRequires: pkgconfig next to pkgconfig()
dependencies stays in the minimal run (#474): a spec using
pkgconfig() dependencies without declaring the tool only builds by
accident. These fixtures pin the behaviour in both modes - no second
declaration when one is already present, a declaration that only
exists inside a conditional block does not count, and each preamble
(main and %package) is handled on its own.
