Preserve %doc markers in minimal mode

The %doc rewrites in the %files section ran in every mode: man/info
pages lost their prefix (_remove_doc_on_man, since 2015) and licence
files moved from %doc to %license (_move_license_from_doc, since
2018). Both are deliberate conversions for a full run, but the minimal
run behind the format_spec_file service only formats, and rewriting
the markers changes what the built package flags as documentation:
over the Factory corpus the service run dropped %doc markers in 298
specs (remind's man pages, Coin's %doc lines, licence splits).

Gate both rewrites to non-minimal runs, alongside the other intrusive
%files operations. The full run keeps both conversions; the minimal
run keeps every %doc line as written.

_remove_doc_on_man also stripped the prefix from lines mixing man
pages with other files, silently unflagging the other files. It now
removes the prefix only when every entry on the line is a man/info
page.
