fix: resolve API doc audit leftovers (#2489)

- chat: slotted suggestions show the suggestions area without
  options.suggestions; the area stays in the DOM, hidden, while empty
- date pickers: a value set from code, also through stepUp(),
  stepDown() or select(), no longer emits igcChange later; a calendar
  pick in a non-editable dropdown emits igcChange once
- date-time-input: stepUp() and stepDown() update value at once, also
  while focused
- qr-code: an invalid version falls back to the automatic version
- select: the indigo list has one frame in forced colors
- docs: @csspart and @cssstate for the undocumented parts and custom
  states, the splitter keyboard table in the manifest, spec.md files
  and changelog
