fix: resolve code issues from the API doc audit (#2488)

- date-picker: stepUp()/stepDown() update the value at once, also over a
  focused draft, and are not reported as a user change on blur
- date-range-picker: mode no longer mutates keepOpenOnSelect; the dialog
  stays open through the base commit hook
- date pickers: export the dialog backdrop as the overlay part
- tree: no select marker outside a tree; re-render on a move into one
- stepper: navigateTo() ignores disabled steps
- chat: one suggestion slot for all slotted suggestions; drop the chat
  input @fires that the chat host dispatches
- chip: render the end slot after the suffix slot
- qr-code: render nothing and warn when the value cannot be encoded;
  reject non-integer versions; exports reject with the encoder error
- select: forced-colors border on the base part; drop the dead linear
  progress hidden rule
- event-emitter: hoist the CustomEvent so the manifest has no unnamed
  event
- docs: splitter Ctrl+Arrow behavior, textarea wrap="hard" limitation,
  spec.md test lists, changelog entries
