docs: audit the public API docs and ship llms.txt for agents (#2486)

- Build: scripts/build-llms.mjs writes llms.txt, llms-full.txt and
  one docs/<tag>.md page for each public element into dist. It
  generates them from the Custom Elements Manifest, in the
  llmstxt.org v2 format. The usage notes come from
  scripts/templates/llms-header.md.
- README: list all eight skills, `npx skills add`, the llms.txt
  files, and the free CLI and Theming MCP servers.
- Contributor skills: set `metadata.internal: true`, so that
  `npx skills add` offers only the end-user skills. The
  skill-authoring skill documents the rule.
- JSDoc: check the docs of all 78 public elements against the code.
  Add the missing descriptions. Fix the texts that did not match the
  code, for example tree `singleBranchExpand`, carousel
  `hideIndicators`, textarea `wrap`, and open and close events that
  fire only on a user action. Apply the guideline style: no
  "Gets/Sets", booleans start with "Whether", no tag names in prose.
  Document the parts that the components render.
- Remove leaked internals from the manifest: the `emitEvent`
  redeclarations, tree `selectionService` and `navService`, and
  virtual scroll `onSizeChange`. Each constructor assignment of these
  members repeats the `@hidden @internal` tags.
- spec.md: align the API rows with the JSDoc. Fix the switch slots,
  the color picker custom properties, the `displayFormat` default and
  the button group event detail.
- Regenerate the stories and public-api.json. The changes in src are
  comment-only, so the runtime does not change.
