build(deps): bump yarl from 1.20.1 to 1.25.1

aiohttp 3.14.4 requires yarl>=1.25.1. The constraints file pinned
yarl==1.20.1, thus pip could not resolve the requirements and the image
build failed. aiohttp 3.14.4 parses the urlencoded forms of aiohttp.web
with yarl.query_to_pairs, and only yarl 1.25.1 and later have this
function.

Nothing here imports yarl or aiohttp. aiohttp arrives through geoip2.

No other pin moves. yarl 1.25.1 requires multidict>=4.0 and
propcache>=0.2.1, and the multidict==6.6.3 and propcache==0.3.2 pins
satisfy them. pip check is clean and the installed set is the
constraints file with no difference.
