Pin sqlparse in the constraints file

Zentral does not use sqlparse since #1501, and #1501 removed the
requirement and the pin. Django still requires sqlparse>=0.3.1, thus pip
installed sqlparse with no pin, at the most recent version of the day of
the build.

sqlparse==0.6.0 is the most recent release. The images built since
2026-08-13 already install it, thus the installed set does not change.
OSV has no advisory for this version.

pip check is clean. All the packages that the requirements files install
now have a pin in the constraints file. Only setuptools and wheel do not
have one: the Dockerfile installs them when it creates the virtualenv.
