santa: use bigint ids for the targets and the target counters

The santa_target and santa_targetcounter ids are integers. When a
sequence reaches 2147483647, every insert into its table fails, and
the event uploads fail with it. The target counter upsert uses one
santa_targetcounter id for each target of each upload, also when the
counter exists.

Target.id and TargetCounter.id are BigAutoField now. The migration
changes the two id columns, the ten columns that point to
santa_target, and the two sequences. Each change rewrites its table,
and the tables stay locked until the end of the migration.

The migration sets a lock timeout of 10 seconds. It fails when it
cannot lock a table, and does not wait behind a long query while the
tables that it locked already block the Santa syncs. A failed
migration changes nothing, and can run again.

On a laptop, with 4 million targets, 4 million target counters,
8 million machine rules and 1 million bundle binaries, the migration
took 22.8 s on a database with the serial id columns of the older
deployments.
