feat(i18n): inherit the locale from the nearest ancestor component (#2478)

A component without its own `locale` now takes the locale of the
nearest ancestor component that sets one, and then the global locale.
The search follows the DOM tree and crosses shadow roots, but does not
follow slots. Only a valid tag passes down.

- LocaleController keeps a parent/child tree. A change updates only the
  subtree, and a host that upgrades after its descendants adopts them.
- The tile manager has a new `locale` property, which its tiles inherit.
- Update the locale JSDoc, the spec.md files, the stories, the public API
  and the CHANGELOG.
