feat(textarea): size resize="auto" with CSS field-sizing (#2479)

- A browser that supports `field-sizing` sizes the control to its
content. Other browsers keep the height measurement. Auto mode uses
the content box, with `rows` lines as the minimum height, and keeps
  a width of 20ch in shrink-to-fit layouts.
- A height from the resize handle now stays until `resize` changes.
Before, the resize observer removed it at once.
- Use two rows for `rows` values that are not positive, as the
  native control does.
- Lower the chat input caps for the content box.
- Update the specs, spec.md and CHANGELOG.md.
