fix(i18n): stop registering EN defaults with i18n-core (#2476)

- I18nController no longer registers defaultEN with the core manager.
The first instance of a component overwrote the en-US strings that
the app registered before it. The fallback to defaultEN still fills
  the missing keys.
- Share one manager listener across the connected controllers, and key
the default strings cache by the component config.
- Trim stale and verbose comments, and update CHANGELOG.md and the specs.
